How can a user control who is able to see their birthday?

Controlling who views your information from your profile

Your Birthday and Contact details can be displayed in the platform wide Directory for all your colleagues to see if you wish. The default for these settings is off but if you are happy to share simply toggle on  Personal to show your Birthday and Contact to show you contact details.
